Actually, LipGloss, every hobo I have seen spends their money on necceseties. And besides that, most are so miserable they don't believe it matters what they do in life.
And you were in S.F. For a day, and that is nearly not enough time to see every hobo in the world buy drugs. So maybe it's the drug dealers that are causing all the problems.

i know they are dirty looking but still would you just walk up to some crazy man who hasn't showered and thinks your a threat and say hi? A hobo killed a lady because she was tring to help....didn't rele work out
